21ST CENTURY GETS UNDERWAY WITH TELECOMMUTING FLAP

It started out to be what editors sometimes refer to as a "slow news week."
No Y2K crises, Congress and the courts in recess, everybody settling in after the holidays. Then, the Department of Labor dropped a bombshell: a
letter ruling from the Occupational Safety and Health Administration held employers that "entered into 'work at home' agreements with employees, are responsible for complying with the Occupational Safety and Health Act and
with safety and health standards." By Wednesday, the Labor Department rescinded the guidance, which actually had been issued in back in November, but only became known this week. Labor Secretary Alexis Herman is now calling for a "dialogue" on at-home worker safety. For employers, that means this issue could crop up again, and have a significant impact on
telecommuting plans.
